STATEMENT OF DUTIES: A police officer prevents and deters criminal activity and provides day-to-day service delivery to the public. They are the most visible representatives of the Town of Severance. As such, they serve a multipurpose role. They are a guardian of public safety, traffic controller, enforcer of the law and problem solvers. They utilize the principles of community policing to address and resolve issues within a small town.
SUPERVISION: Works under the administrative direction of Patrol Sergeant. Generally, establishes own work plan and priorities, to complete route work assignments. New or unusual assignments may require additional instruction and supervisory review. Performs varied and responsible complex functions requiring a thorough knowledge of departmental operations. Exercises considerable judgment in assisting the general public and in responding to inquiries, particularly in situations not clearly defined by precedent or established procedures.
–Work is spent most of the time in the field and same time in an office environment.
–Exposure to unpleasant physical conditions (accidents, violent crimes).
–Personal risk of very serious bodily injury or loss of life.
–Exposure to adverse environmental conditions, including extreme weather conditions (sun, temperature extremes), air pollution, loud noises and hazardous materials.
–Stress may occur due to job-related pressure and tension
–May occasionally be the subject of intentional, hostile actions of others.
–Contact with citizens who are in highly emotional, distressed or abusive moods.
–Possibility of being attacked physically or with weapons.
–Stress as a result of constant exposure to verbal abuse, risk of serious injury or loss of life, and to marital or family difficulties aggravated by working holidays, weekends and irregular hours.
–Lifting, bending, searching for and running after and controlling persons being taken into custody.
–Standing for long periods of time.
–Exposure to blood, bodily fluids and hazards.Exposure to infectious disease, i.e., AIDS, hepatitis.
Confidentiality: Has access to department confidential information, such as personnel records, reports and personal information regarding citizens receiving services from the department. Can be assigned further confidential information as deemed necessary by Town Administrator or Police Chief.

Community Police Officer

–Understands and uses the principles of Community Policing to resolve problems surrounding citizen concerns and safety issues.
–Utilizes innovative and progressive activities to prevent crime and increase safety of citizens, businesses and guests.
–Active participant in programs that establish positive contact between citizens and the police department.
–Conducts thorough investigations of dispatched and assigned cases in a timely manner.
–Leads are aggressively followed up on with appropriate enforcement action and documentation.
–Appropriate charges are filed.
–Victims are kept apprised of case status.
–Verbal communications: Effectively communicates information, thoughts and ideas to different audiences. Clearly communicates work requirements and expectations to staff.
–Written communications: Writes effective memorandums, letters, reports and evaluations. Utilizes correct sentence structure, grammar and spelling.
–Presentation Skills: Effectively communicates to groups such as civic organizations and school classes.

RECOMMENDED MINIMUM QUALIFICATIONS EDUCATION AND EXPERIENCE: Two years of completed academic at the college level or currently working towards completing this requirement (an Associate Degree is strongly preferred). Colorado POST certification is required, and applicant must have a valid Colorado Driver’s License. Applicant must have prior patrol experience with a minimum of 1 year of acceptable work experience.
KNOWLEDGE, ABILITY AND SKILL
Knowledge: Thorough knowledge of office practices, office procedures, office terminology, and equipment. Working knowledge of state laws, local bylaws and town government procedures. Working knowledge of police tactics, firearm training and other police equipment.
Ability: Ability to use daily equipment; handgun, shotgun, vehicle, radio, flashlight, computer, handcuffs, and baton. Ability to be able to use chemical agents and first-aid equipment. Be willing to submit and pass a drug, psych and physical and other tests deemed necessary. Ability to maintain detailed and accurate records and to execute oral and written instruction in a precise manner.

PHYSICAL AND MENTAL REQUIREMENTS
–Vision (examples include): To pass a driver’s test. To shoot a handgun/shotgun, day or night. To read a computer screen or other printed matter. To read a driver’s license or license plate, both day and night. To be able to differentiate between colors and shades of color. To have a visual acuity near, visual acuity far, color discrimination to identify a suspect, vehicle, environmental surroundings, peripheral vision, and depth perception for performing job tasks. To have night vision.
–Hearing (examples include): To hear and understand radio transmissions. To hear and distinguish sounds from surrounding environment.
–Standing (examples include): To stand in conjunction with walking while performing job tasks of investigation, use of force techniques and directing traffic.
–Balance (examples include): To balance while running or climbing. To maintain balance while on stairs, outdoor and uneven terrain and ladders. To maintain balance while using force techniques that exceed that seen in normal standing and walking. To work with resistive people and be involved in climbing and walking/running on uneven terrain.
–Twisting and Turning at the Waist (examples include): To twist and turn during baton, cuffing and arrest techniques. To twist and turn while seated in a car to write notes.
–Lifting (examples include): To lift items such as traffic cones, briefcases, gear bag, first aid kits, spare tires, trailer tongues and fire extinguishers. A typical gear bag weights 9-12 pounds, the briefcase 16-36 pounds. This is a combined weight of 25-48 pounds. The heaviest item lifted and dragged was identified to be a person, usually drunk or impaired. To wear a ballistic vest weighing from 2-6 pounds and to wear a gun belt weight 9 pounds. This is a combined weight of approximately 15 pounds and the employee wears the items throughout the work shift.
–Pushing (examples include): To push when apprehending suspects and applying baton or handcuff maneuvers. The forces encountered will vary depending on the resistance encountered. Forces will vary from light to heavy.
–Cardiovascular Endurance (examples include): To run fast and far enough to pursue feeling suspects. To run to safety when confronting certain situations. To perform rescue operations which may involve quickly entering and exiting police vehicles.
–Muscular Strength (examples include): To rescue endangered persons. To physically separate individuals who are fighting or preparing to fight. To lift, carry and drag heavy objects and use body force to gain entrances through barriers.
–Hand Functions (examples include): Fine finger dexterity. Gross finger dexterity. Simple grasping, power grip and twisting at the wrist.
–Sitting (examples include) To sit while driving to assigned area and at a desk for periods of time.
–Pulling (examples include): To pull when arresting suspects. Forces and grips encountered are as described in Pushing.
–Climbing (examples include): To climb over and through openings and pull oneself up and over obstacles. To climb stairs, ramps, uneven terrain and ladders.
–Stooping/Bending (examples include): To stoop in conjunction with standing during a traffic stop. To have the spine in a flex posture while sitting.
–Flexibility (examples include): To work varied hours and adjust sleep patterns without affecting job performance in a negative manner. To function with little rest.
–Kneeling (examples include): To kneel while performing arrest techniques.
–Carrying (examples include): To carry the above items (as noted in Lifting), from the department to the patrol vehicle and back with a minimum of two times daily. The average distance the load is carried is 100 to 250 feet.
–Jumping (examples include): To jump down from elevated surfaces and over obstacles, ditches and streams.
–Crawling (examples include): To craw in confined areas.
